NCTB goof-up delays distribution

At least 60 lakh books of the primary level printed in India have not reached students due to the negligence and mismanagement of the National Curriculum and Textbook Board (NCTB). Sources in the primary division of the NCTB said the books would not arrive from India before January 20.
As a result, primary students who did not get all the books, particularly Bangla, English and mathematics, are attending classes without them. This way, they are being deprived of education at the beginning of the academic year. Some headmasters of primary schools, preferring anonymity, said they are unable to take classes as there are no books. A source said a syndicate in the NCTB is responsible for the delay in the books reaching the students. On the other hand, publishers like Anupam, Panjeree, Lecture and Jupiter are frequenting the NCTB office with their guide and notebooks to carry on their business. They are giving these books to some officials of the NCTB.
The source apprehends that if there is further delay, the students would be forced to buy notebooks and guidebooks to make up for the loss. It will ultimately benefit publishers and traders of such guidebooks.
Krishna Traders of India got the work order for printing around 1.80 crore books for the primary level. But about 60 lakh books are yet to arrive. It is learnt that the books would not arrive before January 20. As per rule, when any publisher gets the work order to print books, it has to provide them within 90 days.  The primary and mass education ministry is annoyed with the NCTB for its failure to distribute all the books in time. On the other hand, NCTB sources said several meetings were held and the matter was discussed and it was looking for ways to address the problem. When approached, no NCTB official could provide a satisfactory answer.
The controller of production of the primary section of the NCTB, Abdul Majid, told The Independent that he does not know anything about it, though he is the person responsible for distribution of primary books. When asked specifically about the 60 lakh books, he said: “I don’t know anything. You better ask another person.”
On the other hand, the chairman of the NCTB, Narayan Chandra Saha, said: “All the books have not arrived. Some books are at the Chittagong port.”
This year the primary and mass education ministry targeted to distribute 11,55,26,952 copies of books among 2,49,83,993 students of the pre-primary and primary levels. Although most of the
books have reached the schools, the pre-primary books have not been distributed yet. Talking to  education officers it was learnt that generally they get the books after a month. On the other hand, the local publishers who have handed over their books to the NCTB have not yet got their bills cleared, leading to uncertainty.
Osman Gani, publisher of Agomoni, told The Independent, “I met the chairman of the NCTB today about the bill, but did not get any satisfactory answer. We did not get our bills cleared yet while it was completed in December last year. I told him to clear our bills immediately.”  He said a syndicate of the NCTB does not prefer to print books locally and prefers other countries, but the local printers have achieved the capacity to print the books locally.
