The Anti-Corruption Commission (ACC) has arrested 13 people, including Md Masudul Alam, former in-charge of the Green City Housing Project, for their involvement in the pillow-purchasing scam of the Rooppur Nuclear Power Plant in Pabna. A team of the anti-graft body, led by its deputy director M Nasir Uddin, arrested the people after filing four separate cases against them over embezzlement of Tk. 31 crore. ACC chairman Iqbal Mahmood disclosed the information at a press briefing at its Segunbagicha headquarters in Dhaka yesterday. Md Masudul Alam was made the prime accused in all the four cases. The other 12 accused in the scam are: PWD sub-assistant engineers MD Zahidul Kabir, M Shafiqul Islam, M Abu Sayed, and M Rawshon Ali; sub-divisional engineers Md Mostofa Kamal, Ahmed Sazzad Khan, and M Tahazzadul Hossain; estimator and deputy assistant engineer Sumon Kumar Nandi; assistant engineers M Tarique and M Aminul Islam; M/s Majid Sons Construction Ltd owner Asif Hossain; and Sanji Construction Ltd owner Shahadat Hossain.
The cases were filed with the ACC integrated office in Pabna, while the accused were arrested from the capital’s Segunbagicha area. For the first time in the ACC’s history, the commission arrested 13 people at a time. According to the ACC's findings, in the name of supplying furniture and electrical compliances to a 20-storey building, all the accused embezzled about Tk. 7.79 crore. Through the same process, Tk 7.48 crore was embezzled from the second building, and Tk 7.84 crore from the third building.
An additional Tk. 8.12 crore was embezzled from the first building in another porpoise.
The ACC findings mention that a total of 300 pieces of furniture and electrical compliances were supplied in the high-rises built for the residence of Russian nationals working for the the Rooppur Nuclear Power Plant.
On October 17, the commission formed a committee to probe the alleged irregularities in procurement at the Green City Housing Project.
The commission said there was an allegation that Masudul Alam, a former public works department (PWD) executive engineer in Pabna, and others were involved in purchasing electric stoves, electric kettles, room cleaners, TV sets, refrigerators, pillows, and washing machines at astonishing high prices to furnish apartments for the Russian engineers and officials involved with the Rooppur Nuclear Power Plant.
According to the ACC findings, each pillow cost Tk. 5,957 with an additional lifting cost of Tk. 760. Each electric stove cost Tk. 7,747 with an additional lifting cost of Tk. 6,650. The bill for each electric kettle was shown at Tk. 5,313 with an additional lifting cost of Tk. 2,945.
The PWD billed Tk. 12,018 for each room cleaner with an additional lifting cost of Tk. 6,650. Each electric iron cost Tk. 4,154 with an additional lifting cost of Tk. 2,945. Each television set cost Tk. 86,970 with an additional lifting cost of Tk. 7,698. Each refrigerator reportedly cost Tk. 94,250 and its lifting cost was Tk. 12,521. In May this year, the PWD withdrew its executive engineer Masudul Alam stationed in Pabna over the irregularities.
