The submission of online applications for inclusion of educational institutions in the Monthly Pay Order (MPO) system will open on August 5 and close on August 20.
Non-government educational institutions will be able to apply online for MPO facilities at www.shed.gov.bd, www.dshe.gov.bd and www.banbeis.gov.bd, according to education ministry sources.
The education ministry says that such educational institutions must apply online and hard copies of applications will not be accepted.
In its advertisement on August 1, the ministry clearly says that the inclusion of the educational institutions in the MPO system will be carried out by a digital system. A list of schools and colleges eligible to get the facility will be prepared through this system.
According to the advertisement, there is no scope for lobbying to influence the process of inclusion.
The government is providing fresh MPO facilities after eight years. The last time it did so was in 2010, when a total of 1,622 educational institutions were brought under the system.
There are around 7,000 non-MPO educational institutions across the country, having around 80,000 teachers and other employees. These teachers and employees have held various movements to realise their demand for inclusion in the MPO system.
The government assured them of bringing them within the MPO net following their strong demonstration in the capital recently.
Ministry sources say two committees—technical and selection—have been formed to list and recommend the institutions.
The technical committee will receive the applications and grade the institutions based on various indicators. It will then send the ranking to the selection committee.
The evaluation will be done by following the criteria laid down in the MPO Policy 2018.
The grading will have 100 points. There are 25 points for academic recognition, 25 points for the number of students, 25 points for the number of examinees and 25 points for the number of successful students in public exams.
For the grading of academic recognition, an educational institution will get five points every two years. The points would be 25 if the academic recognition is for 10 years or above.
A school or college will get 15 points for the desired number of students. In addition, it will get five points for an increase of every 10 per cent in the number of students.
Besides, an educational institution will get 15 points for the desired number of examinees in public exams. It will get five points for the increase of every 10 examinees.
A school or college will get 15 points for attaining the desired rate. Next, five points will be added for a 10 per cent increase in the pass rate.
After the gradation, the technical committee will send the list of educational institutions to the selection committee for the next course of action. The selection committee will assess these institutions and send its recommendations to the government for giving MPO facilities to them.
