China unveils first provincial green development index

Yunnan Province is improving its ecological enviroment and injecting impetus into its green development. On its website, China’s National Bureau of Statistics recently released The Communiqué on the Annual Evaluation Results of Ecological Civilization Building in 2016, publishing provincial green development indexes for the first time. The top ten provinces on the green development index rankings are Beijing, Fujian, Zhejiang, Shanghai, Chongqing, Hainan, Hubei, Hunan, Jiangsu and Yunnan.

Yunnan province achieved a green development rating of 80.28. A breakdown of the index shows that the province ranks fifth, with an environmental quality index of 91.64, and second with an ecological protection index of 75.79.

According to the Measures for the Assessment and Evaluation of the Objectives of Ecological Civilization Construction — issued by the General Office of the CPC Central Committee and the General Office of the State Council in 2016—China will implement a yearly evaluation and five-year assessment mechanism for all provinces, autonomous regions and municipalities. These assessments and evaluation results will be an important basis for analyzing, appointing and removing Party and government officials. The yearly evaluation is implemented as per the green development indicator system to generate ratings. In August 2017, China’s National Bureau of Statistics, National Development and Reform Commission, Ministry of Environmental Protection and Central Organization Department completed the first yearly evaluation of ecological civilization construction. The results reflect the overall green development situation in different provinces, autonomous regions and municipalities across the country.
