The National Telecommunication Monitoring Centre (NTMC) is going to purchase a “vehicle mounted data interceptor” (VMDI) to help combat militancy and beef up security of VIPs in the country.
The NTMC is tasked with tracking mobile and fixed-line phone calls for identifying and locating suspected militants and criminals.
The Cabinet Committee on Economic Affairs has approved a home ministry proposal to purchase the VMDI under the direct purchase method (DMP), a Cabinet Division official said.
Home ministry sources said the ministry has given administrative approval to purchase the hi-tech device and the NTMC will do so on a priority basis to boost the centre’s anti-militancy activities.
As the name suggests, the VMDI is a vehicle mounted information processing system, and it is the key component of the safe command mobile solution. It improves the occupational safety and operational efficiency of fire and rescue services by providing frontline fire crews and rescue personnel with direct access to critical information pertaining to risks and other factors from ground zero.
The VMDI has been actively deployed by fire and rescue services in several countries since 1997.
As for the NTMC, it functions directly under the home ministry as per Clause 97 (Ka) of the Bangladesh Telecommunications (amended) Act, 2006.
It comprises members of different intelligence agencies, such as the Directorate General of Forces Intelligence (DGFI), the Special Security Force (SSF), the National Security Intelligence (NSI), the Special Branch (SB) of police and the Rapid Action Battalion (RAB).
NTMC personnel track the phone calls of criminals, suspected war criminals, militants, political leaders and others across the country to gather knowledge of their activities.
Apart from the NTMC, the intelligence units of law enforcement agencies like RAB, CID and SB also track phone calls.
