The government’s decision to promote nine employees as officers has created uproar among teachers. They said those who were under them have now become their boss. But sources in the Ministry of Primary and Mass Education said it is a temporary move and not promotion. They would return to their previous posts when the Public Service Commission (PSC) would appoint people to the nine posts.
However, teachers are not satisfied with the statement. They said it is a shameful situation for them.On April 18, the ministry issued a circular, signed by its deputy secretary, Nasrin Jahan, saying that nine employees of the ministry were being promoted as officers. Six stenographers have become assistant district education officers and three others monitoring officers.
Of the six assistant district education officers, five have been posted in the Ministry of Primary and Mass Education and one in the Dhaka district education office. Of the monitoring officers, one has been posted in the ministry, and two have
been sent to Naogaon and Pirojpur districts.
The circular said the present job cannot be regarded as promotion. These posts are under the PSC, and when they would be filled by recruitment, the nine would return to posts held earlier.
The circular also said these persons would have to join their new posts by April 27.
The chief coordinator of the Bangladesh Primary School Assistant Teachers’ Organisation, Kazi Abu Naser Azad, said: “It’s a shameful situation for us. Those working under us have become our superiors. Although they are not qualified for the new job, they have been promoted. Highly qualified teachers were not even considered for the posts.” He said such steps would destroy the harmony between teachers and the administration.
Naser called upon the government to cancel the decision and appoint qualified persons to those posts for the sake of better service.
The additional secretary in the Ministry of Primary and Mass Education, Nazrul Islam Khan, said: “Senior persons have been given
the job as the posts were lying vacant. When the posts would be filled, they would return to their previous duty.”
He also said the ministry can take decisions in an emergency situation. Qualified persons have been given the job. He appealed to those concerned not to be disappointed.
