The government is launching a special drive from May 15 to ensure the mandatory use of jute bags for packaging at least 17 specified commodities, including paddy, rice, wheat, maize, fertilisers, sugar, onion, ginger, garlic, pulses, potato, flour, chilli, turmeric, coriander seeds and husks of rice and wheat. The main objective is to ensure that everyone uses jute bags while shunning polythene bags. Moreover, failing to comply with the rule will result in paying fines and even landing in prison.
According to the ministry sources, at the initial stage, the drive will be carried out against those who are using bags with 50kg capacity and more. Concurrently, the drive will be carried out against those using bags of 5kg capacity and above. Additionally, flouting the law would punish the violator with a one-year jail term or Tk. 50,000 as penalty or in some cases both. Besides, the licences, such are —IRC, ERC and bank loan facilities—would also be cancelled. However, more than the strict provisions of the law – we call for its countrywide strict implementation to be carried out by our law enforcement agencies.
Not that we didn’t have a law in its place before, despite the enactment of a mandatory law in 2010 on the use of jute bags for packaging foodstuffs, agricultural products and in kitchen markets, the concerned law enforcement authority is yet to implement it with effect. The enforcement of it allegedly didn’t realise due to pressure applied by certain business groups. Now with the Minister’s firm instruction there shouldn’t be a problem to put it into action. We believe, the law should follow its own course of action, and not be obstructed for the vested business interests of a few.
Once the law is effectively implemented – an expected demand for 100 crore worth of jute bags is believed to be created each year. It will also increase the demand of jute and jute products in the local market while reduce pollution caused due to rampant consumption of plastic and polythene. Coupled with the law enforcers the general public too should inspire others to use jute products while reduce their excessive dependency on plastic and polythene products. Moreover, other than just being environmental friendly - jute bags are also reusable.
The use of jute bags has now become compulsory in the preservation and transportation of 20kg or more of some 17 specified commodities in the country following an earlier order issued in 2105 specifying six products. Following repeated issuance of instructions and HC orders now it’s time to enforce the law to its maximum advantage.
