The Cabinet approved in principle the draft of the Road Transport Bill, 2017 with provisions of harsher punishments, including six months’ jail or Tk 50,000 fine or both for driving any vehicle without having any driving licence. In the Bill there are also certain punishment measures for other crimes also. The approval came from the regular weekly meeting of the Cabinet held at the Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.
However, mere enactment of laws will be of little use for the people of the country if those are not enforced strictly. Laws will have hardly any impact if people have scant respect for them.
It is worrying to note that corruption in different tiers of life is eating into the vitals of the society and making relevant laws ineffective. This has made life difficult for the law-abiding and peace-loving people. There is no dearth of law-breakers: they thrive in connivance with a section of people belonging to the law enforcement agencies. Corruption in the transport sector is pervasive. The persons in high positions in this sector can do and undo things according to their sweet will. Here welfare of the people takes a back seat.
Hundreds of people were killed in road accidents in the country in the past few years but how many drivers could be punished? There are instances of ‘killer’ drivers escaping arrest. If they are nabbed, they get released within a few hours. A section of police are also responsible for this. An anarchic situation has been prevailing in the mass transport sector in the country for quite a long time. It is like an Augean stable that is difficult to clean.
The persons responsible for controlling the mass transports and those connected with it play dubious roles. They resort to corrupt practices caring a fig for the law of the land. The errant drivers and other transport workers should be made to abide by laws and act accordingly.
There is no dearth of corrupt elements in this country. They always look for opportunity to indulge in dubious deals to make money. Underhand deals to appease those who matter are galore. Corruptions in different sectors, including the transport sector, should be removed first. It is difficult for the government alone for the proper execution of laws. All concerned should come forward and help in the implementation of laws.
