Equipment to be procured from Belarus for waste management

Tk 420.29 cr project awaits ecnec nod

Bangladesh will procure a huge quantity of equipment and machinery from Belarus for municipalities and city corporations in order to improve waste management and strengthen capacities.  
A project worth Tk. 420.29 crore is awaiting the approval of the Executive Committee of the National Economic Council (ECNEC).   
The equipment is expected to help municipalities deliver better services. It will be used in waste management, construction, repairs and cleaning of drains, and road construction and renovation.
Bangladesh will get USD 50 million from Belarus under the Export Commodity Credit (ECC) to implement the project.
Meanwhile, the Cabinet Purchases Committee has approved the Local Government Division's proposal to import different types of motor vehicles and equipment worth USD 50 million from Belarus under the ECC for different city corporations and municipalities.
Under the proposal, the Development Bank of Belarus will provide the money as a loan at 1 per cent interest with 11 years’ repayment schedule and a three-year grace period.
Belarus will provide the vehicles under a deal signed between Minsk and Dhaka during Prime Minister Sheikh Hasina's visit to the Eastern European country in 2012.
The vehicles and equipment include 11 wheel loaders, 330 units of excavator equipment, 11 combination asphalt rollers, 10 long grapples with kickouts, 11 long grapples (208-46), 11 hydraulic hammers, 329 twin drum vibratory rollers, 11 bulldozer blades, 330 drill machines, 11 backhoe loaders, and 330 skid steer loaders.
Earlier, the Cabinet Committee on Economic Affairs gave its nod for taking the loan and importing the equipment and vehicles under an unsolicited offer and state-to-state deal.
The project summary shows that the country has 11 city corporations and 321 municipalities. But there are not enough vehicles and equipment to provide the necessary services for road construction and other purposes.
The proposal stated that the government would have to pay a 15 per cent down payment to import the vehicles and equipment, for which the supplier company will provide two years' warranty.
After the expiry of the warranty period, the supplier will also provide the necessary spare parts at factory prices and set up its service centre in Dhaka.
The local government ministry will implement the project by June 2016.
The project evaluation committee recommended tabling the project at the ECNEC meeting for approval.
