7 proposals finally sent to cabinet committee

Four months after the tender was floated, the Power Division has finally sent the proposals for the seven fuel-based power plants (of 100 MW each) to the Cabinet Committee on Purchases. Proposals for three plants of 300-MW capacity are still being decided on, sources in the ministry told The Independent.
Last year, the Bangladesh Power Development Board (BPDB) floated a tender to install 10 private furnace oil-based power plants to generate 1,000 MW electricity in 10 different places, aiming to minimise power cuts before the next general elections in 2019. The tenders were opened on November 6, 2016, and all the related documents were submitted to the Power Division for final approval. Later, however, the process got stuck.
“We were in doubt about whether oil-based plants are needed at this moment or not. We had thought that coal- and gas-based plants would arrive by 2018 but that will not happen. So, we had to release the files to the Cabinet Division,” explained a senior official of the division.
“The division can at any time submit all the proposals before the purchases committee, headed by the finance minister,” said a Cabinet Division official.
“If the Cabinet approves the proposals, the interested private companies will get a final letter from the BPDB soon,” said a BPDB official.
Sources told The Independent that the proposals of the Energy Group and the United Group for Mymensingh have not been sent to the Cabinet Division for final approval.
“Energy’s past performance was not satisfactory and the United Group was the single bidder for the project. So, the government will take a decision after considering all aspects,” said a Power Division official. For the Rangpur
site, the joint venture company (JVC) of Confidence Cement offered the lowest price of 10.434 US cents per unit. Energy Pac offered 10.52 cents, Lakhdhanvi, 10.61 cents, and JVC Commodity Power Ltd, 10.69 cents.
For the 100-MW Chandpur project, the lowest price per unit—offered by Doreen Power Generation—was 10.08 cents. The other offers were 10.28 cents by Precision Energy, 10.33 cents by Summit Power, 10.34 cents by Regent Spinning Mills, and 10.49 cents by Acorn Infrastructure.
For the Choumohoni site, the lowest bidder was Energy Prima Ltd and the second lowest was MAX Infrastructure Ltd (10.78 cents).
At the 100-MW Bagerhat plant, the winning bidder was XCEL Ltd. The price was 9.90 cents. Doreen Power offered 9.90 cents, United Enterprise 11.19 cents, Acorn 10.49 cents, Baraka 10.28 cents, Power Pac 11.43 cents, Summit 10.30 cents, and Mosharraf Spinning Mills 10.28 cents.
Confidence Cement bagged the Bogra project by offering 10.48 cents. Its competitor offered 10.51 cents per unit. The Thakurgaon site went to Energy Pac at an offer price of 10.44 cents. The closest offer price was 10.78 cents by MAX Power. According to the offer prices of the six projects, the price per unit would be less than Tk. 9. On the other hand, the BPDB’s annual report in 2015 stated that the average purchase price of furnace oil-based power plants of Northern Power was Tk. 18.43. Energy’s price was Tk. 16.50 per unit.
United Enterprises Co. Ltd has got an unsolicited project to supply electricity at a uniform tariff of Tk. 14.9846 per unit from the proposed high-speed furnace oil (HFO)-fired power plant at Anwara in Chittagong.
