Pvt agency seeks govt permission

For the first time in Bangladesh, a private investigation (PI) company has sought the home ministry’s permission to conduct inquiries for individuals and private organisations with a view to enhancing social security.
The private investigation company, named ‘Help D Bangladesh Limited’, a sister concern of Impress Tele Film, recently submitted its proposal to the home ministry, seeking permission for carrying out private inquiries.
In the proposal, signed by Col. Syedul Kabir (retd), operations manager of the company, it says it wants to help Bangladesh become a digital Bangladesh by 2021 by introducing private inquiry services, as in neighbouring countries like India, Nepal, Bhutan and Myanmar, where many private investigation companies conduct inquiries with the help of their detectives.
Home minister Asaduzzaman Khan Kamal told The Independent that they are scrutinising the investigation company’s proposal.
“We will sit with the high-ranking officials of the law enforcement and intelligence agencies to discuss the matter.
We will formulate a new policy to run private investigation agencies if we agree to permit the private investigation company to operate,” he said.
“I think private investigation company can be introduced here. The necessary guidelines should be in place,” he added.
Director (operations) of Help D Bangladesh Limited, Col. Syedul Kabir (retd), told this correspondent that the company has been providing legal aid and security-related services for the past three years with the help of its security experts.
“We have a number of legal and security experts, mostly retired from different law enforcement and intelligence agencies. There are even retired officers of the armed forces, who are working for us,” he said.
“At present, we have already provided security clearance after conducting inquiries to our clients, DHL courier services and Panama Garments Limited. We want to conduct inquiries broadly, even at the district level. That is why we have sought permission from the home ministry,” he added.
“People often come to us seeking inquiries on matters related to domestic violence. They do not like to go to police as they fear social harassment,” he disclosed.
“If someone come to us for an inquiry, he/she has to pay the requisite fees and provide necessary papers and information. We will then launch the inquiry and deliver the results within the shortest possible time,” he explained.  “Private investigation companies are an old concept in developed countries, and even in SAARC countries like India, Sri Lanka, Nepal, Bhutan and Myanmar. It is the need of the hour. We should have a private investigation company in our country,” Syedul Kabir said.
The proposal of the Help D Bangladesh Limited says: “The parameter of works or scope of the inquiry to facilitate or ease procedures of plaintiffs in legal matters, to organise or arrange legal procedures for the plaintiff, to carry out independent inquires and fact-finding within the legal frameworks, to carry out social services on domestic issues, to carry out verifications of employed persons or legal inquiries of private organisations or companies, to provide pertinent security advice and inquiries for corporate business installations, as asked for by the clients, to arrange or coordinate security arrangements for any event, provide verification of an individual for private companies, to provide security audit to any private company and bank, to work for the rights of women and children, to help poor and distressed people by providing/arranging legal assistance, to work under any government agency as and when asked for, and help any government agency by providing information, as asked for.”
