JU Rabindranath Tagore Hall still not ready for habitation

The Jahangirangar University (JU) authorities have admitted 200 first-year male students to Biswa Kabi Rabindranath Tagore Hall for the 2016-17 academic session, but are unable to accommodate them as the building’s construction remains incomplete.
A visit to the university revealed that most inside walls had not yet been plastered, while the washrooms were still under construction.
Cots, chairs and tables—the furniture meant to be there in each room—were still not in place. The hall authorities said they were still being manufactures. Moreover, contractors have only recently been invited to bid for the construction of a road to connect the dormitory with the university’s main road. Hence, there is no proper road yet to reach the new dormitory. 
Sources say lack of initiative on the part of the university authorities is causing the construction delay.
According to the university registrar’s office, a finished dormitory was supposed to be handed over to the varsity by December 31 last year. But the date was pushed back as the construction company failed to meet the deadline. The construction of this dormitory for 525 male students had been started by M/s Mollik Enterprise on September 13, 2012. Earlier, the project, worth Tk. 127,269,909, had been sanctioned by the Executive Committee of the National Economic Council (ECNEC) in January the same year. 
According to the work-order, the construction of the dormitory was supposed to have been completed by Jan 2, 2014. But the time frame had to be repeatedly extended as the company failed to finish the work in time.
The university authorities are said to have extended the completion schedule five times, though the project expired in June 2016.
Md Farid, a spokesman of the construction company, said, “Lack of interest on the part of the authorities and the absence of expert management are responsible for the delay. Moreover, we were not paid in time as the authorities took three to four months to pass a bill.”
Under the circumstances, the 200 first-year students who have been allotted seats in this dorm are said to be staying in other dormitories for the time being. 
When contacted, the newly appointed hall provost, Dr Ashit Baron Paul, told The Independent, “We are once again forcing the construction company to finish the construction works. We hope we will be able to complete the works within at least two months. Then, we will start accommodating these first-year students.”
“Apart from the residential teachers, no official or employee has been appointed yet. We will be able to complete the recruitment of employees for this hall within these two months,” he added.
About the rest of the 325 seats, Paul said, “The process is on to shift more than 200 students who have not yet got a single seat in other dormitories.”
