EoI for consultant in July end

The Expression of Interest (EOI) for appointing a consultant, who will formulate a new 25-year gas sector master plan, will be called in July end, informed sources in the Ministry of Power Energy and Mineral Resources.
The new master plan will be formulated with focus on the demand-supply projections, and economic and financial impact of Liquefied Natural Gas (LNG) imports.
Talking to The Independent, Abu Bakar Siddique, Secretary, Energy Division, said since the Power Division has the funding and they are working on a power system master plan, Petrobangla, as per the instruction of the Power Division, will help us in drawing up the master plan for the gas sector.  
“Gas is still the principal source of commercial energy accounting for 72 percent of the aggregate supply. So, a gas sector master plan is needed to ensure efficient use of energy,” said Siddique.
Abdul Khaleq, Petrobangla, General Manager for Planning, said since the Power Division has got funding from the World Bank for carrying out development work, they have been asked to facilitate the planning as well as funding for the gas sector master plan.
He said that the Power Cell, which is under the Power Division, has been working on a new power system master plan with financial and technical assistance from Japan International Cooperation Agency (JICA).
“In a meeting with us, the World Bank suggested that we should follow the power system master plan of the Power Cell and ask for their guidance in this regard. The World Bank also assured the government that it would finance the new gas sector master plan from the funding it has provided to the Power Division for carrying out development work,” said Khaleq.
“We sent a letter to the Power Cell. They are now taking care of the issue,” he said, adding that the objective of the new master plan is to prioritise infrastructure development with a focus on gas demand-supply projections, optimising oil and gas exploration in order to enhance reserves and optimising field development and depletion programmes in order to meet the growing demand.
Mohammad Hossain, Director General of Power Cell told The Independent that they have received request from Petrobangla and they have already finalised the Terms of Reference (TOR) for the gas sector master plan.
“The EOI for appointing a consultant for the gas sector master plan will be called by the end of this month,” said Hossain.
Lauding the government’s initiative for formulating a new gas sector master plan, energy expert, Dr. M Tamim, said the power system master plan is intricately related to the gas sector master plan.
According to Dr. Tamim, the demand for gas for power generation has reached nearly 1,200 Million Cubic Feet per Day (mmcfd), while Petrobangla can supply a maximum of 900 mmcfd to the power plants.
“Unless there is a master plan to maximise the utilisation of this valuable natural resource, the country will soon face an inevitable crisis in the energy and power sector,” warned Dr. Tamim, Professor, Petroleum and Mineral Resources Engineering Department, BUET.
Dr. Tamim said that there are 1,800 MW capacity (installed) captive generators, which accounts for approximately 300 mmcfd of gas. Unfortunately, majority of the captive power generators are not energy efficient, and there is scope for improvement in energy use in these plants.
Also, if the public sector gas-fired single-cycle inefficient power plants are converted to combined-cycle power plants, power generation could be enhanced approximately 1.5 times using the same amount of fuel gas.
“Unfortunately, the initiatives taken for the conversion of the power plants to energy efficient plants, both for resource conservation and rational use of resources, have been progressing slowly. I hope the new master plan will address the issue,” he said.
