The High Court (HC) yesterday summoned the Deputy Inspector General (DIG) of prisons of Dhaka to appear before it on March 9 to explain the incident where four accused were produced before it in chains, reports UNB.
A two-member HC bench comprising Justice Obaidul Hassan and Justice Krishna Debnath passed the order after the jail authorities produced four of the 10 accused who have been languishing in jail without trial for over 10 years fettered.
The court also asked the authorities concerned to place the case documents of nine accused before it on the day and dispose of the case filed against another accused, Faruk Hossain, within three months.
Earlier in the day, 10 prisoners, including the four, were produced before the HC following its previous order, said Syeda Sabina Ahmad, a panel lawyer of Supreme Court Legal Aid Committee.
Of them, Habibur Rahman, Moniruzzaman Munna, Nasir Uddin and Giasuddin were produced in chains.
On February 7, the HC bench of Justice M Nuruzzaman and SHM Nurul Huda Jaigirdar issued a rule over the bail of the 10 prisoners and asked the authorities concerned to produce them before it on February 23. The court also sought the case documents of the 10 accused, Sabina added.
The HC order came after Sabina drew its attention to the fact that the 10 accused have been languishing in jail in several cases for more than 10 years without trial in prisons of Sylhet, Satkhira and Pirojpur districts.
Of the accused, Faruk Hossain of Moulvibazar, Selim Miah, a resident of Brahmanbaria, Raju Jaganath and Bashiruddin have been in Sylhet Central Jail since February 9, 2005, April 21, 2005, March 3, 2003 and July 4, 2004 respectively in four murder cases.
Besides, Habibur Rahman, Maniruzzaman Munna, Nasir Uddin and Giasuddin have been languishing in Satkhira District Jail since 2005 in a case filed under the Explosive Substances Act. On the other hand, Haydar Ali has been in Jhenidah District Jail since 1998 while Rafiqul Islam Raja since 2006 in Pirojpur District Jail in two different murder cases.
