The government is going to downsize the budget of the Revised Annual Development Programme (RADP) by 5.87 per cent to Tk 1,04,200 crore from the original Tk 1,10,700 crore due to tardy project assistance demand, according to sources in the planning ministry.
However, the ADP-implementing entities demanded Tk 5,000 crore more than the original allocation of the government portion.
Of the proposed revised outlay, Tk 7,12,000 crore will be provided from the government exchequer, while the remaining sum of Tk 33,000 crore will come from project assistance.
However, the total outlay of the RADP, including the self-financed projects of autonomous bodies and corporations, will be Tk 1,12,752.30 crore.
The amount is going to be finalised at the extension meeting of the Planning Commission to be held today.
Regarding the RADP, planning secretary Md Ziaul Islam told The Independent that the exact figure will be finalised in the meeting of the National Economic Council (NEC) likely to be held in March.
According to the data of the Implementation, Monitoring and Evaluation Division of the planning ministry, the pace of implementation of the annual development programme has remained sluggish as usual, with the ministries and divisions managing to spend only 32.41 per cent of the total allocation for the entire fiscal year in the first seven months. The 54 ADP execution agencies will have to spend the remaining 68 per cent of the development budget in the next five months.
The IMED data revealed that the implementation rates in July-January were 32 per cent, 33 per cent, and 38 per cent in FY 2014-15, FY 2013-14 and FY 2012-13, respectively.
The planning ministry will hold an extension meeting today to finalise the outlay of the revised ADP to be placed in the National Economic Council (NEC) meeting.
The transport sector will receive the highest allocation in the RADP with Tk. 25,309.60 crore, followed by the physical planning, water supply and housing sector with Tk. 13,705.57 crore.
Other major allocation receivers include education and religious sectors (Tk 12,695.35 crore), the power sector (Tk 12,347.57 crore), the rural development institution sector (Tk 9,889.77 crore), the agriculture sector (Tk 5,126.60 crore) and health, nutrition, population and family welfare sectors (Tk 4,955.33 crore).
