No action yet against Ctg customs officer’s attackers

Chittagong Customs House authorities seem to be reluctant to take any action against cost and freight (C&F) workers for attacking assistant commissioner (AC) Abu Hanif Mohammad Ahad of the Chittagong Customs at the Chittagong Port Authority (CPA) office on January 16.

Some C&F workers besieged him for over two hours when he joined duty as the jetty examiner. They vandalised his office and hurled bricks at him, alleging “misbehaviour” from him. 
Ahad is known as an honest officer in the Chittagong Customs House.
Fifteen days have passed since the incident took place. But no punitive measures have been taken against the C&F workers. Instead, on January 23, the National Board of Revenue (NBR) transferred Ahad to the Customs Exercise & VAT Training Academy in Chittagong as an assistant director. The NBR claimed that his “overall performance was not satisfactory”.
Sections 156 (85) and 98 of the Customs Act 1969 stipulates a fine of Tk. 50,000 and at least two years’ imprisonment for obstructing the work of a Customs official. Many Customs officers expressed deep concern over the attack on Ahad and his transfer by the NBR.
Customs commissioner AFM Abdullah Khan told The Independent: “Customs has formed a committee to investigate the attack. We are yet to get the report. If the C&F workers are found guilty, we will take action against them.”
“There is no question about Ahad’s honesty and integrity. He might have been transferred for misbehaviour,” he said.
Many Customs officers said on condition of anonymity that Ahad’s transfer was unexpected. This transfer order will deter other customs officers from taking action against the anomalies going on in the Chittagong Customs House, they pointed out. 
They also said that the Customs authorities should take action against the guilty workers. If not, they will be encouraged to attack other officers in future, they added.
Ahad had revealed that SN Trading had dodged the Chittagong Customs as many as 25 times and evaded a large amount of revenue. He had halted two of its consignments, alleging that the signature was forged.
He had also halted 12 consignments of Swadesh Chemicals, which allegedly imported sodium chloride. These consignments are lying at the CPA jetty for a month.
As an AC of unloading, Ahad had from September 12, 2015 to April 4, 2016 filed 101 cases for different anomalies and realised Tk. 35.4 crore as revenue along with about Tk. 9.45 crore in fines.
