The High Court yesterday ordered law enforcers to arrest a man who allegedly raped a mentally challenged woman in Comilla in December last year, within 48 hours.
It also asked the police to treat the complaint as First Information Report (FIR) over raping mentally challenged woman by 48 hours.
In a suo moto move, the HC bench comprising Justice Moyeenul Islam Chowdhury and Justice JBM Hassan came up with order following a report published in a national daily on January 7 over the incident.
The HC bench also asked the superintendent of police in Comilla and officer-in-charge of Bhangora Bazar Police Station to submit a compliance report before it by January 19.
Supreme Court lawyer Advocate Md Muzibur Rahman brought the report to the attention of the HC and sought its directive for passing necessary orders.
According to the report, one Nazrul of Bangara Upazila had raped the mentally-disabled girl on December 23. Neighbours managed to nab him, but had to release him as he belonged to the family of a locally influential person, the report added. When the victim's brother went to Nazrul's home the next day, he was hacked at by a sharp weapon by the suspect.
On January 1, the victim’s mother filed a written complaint with the local police. According to media report, police wanted to facilitate arbitration rather than arresting the suspect.
