It is a not good sign that Bangladesh government should go with over three lakhs of its posts lying vacant including 1,710,704 civil administration posts for years. The absence of necessary number of people in the government must have made service delivery sluggish and inept also. If the government continues to have this problem for a longer time, this would multiply the sufferings of the service seekers.
The present economic condition of the country is not that much bad that it could not fill up the vacant posts. Far from it, just some time ago, through the eighth pay commission, the government increased the salary of the public servant by 95 per cent on an average. According to a report of this newspaper yesterday, the reason for these posts lying vacant is undue pressure from outside, especially by political groups and parties.
This is one of the vital problems for which it is not only the government’s various departments and institutions are suffering, even in some cases other professional domains are also being affected by the trend. The intense politicization of society is bringing with it dysfunctional governance and corruption. That is why it is necessary to put a brake on it.
When the relevant department or offices publishes a job circular, The Independent report said quoting a state minister for public administration ministry, that at least 10 to 20 requests from politicians for the post arrive. These requests sometime come from very powerful people and the job advertisers cannot ignore these. When the case is so, it is very necessary that the highest policy makers in the government should realize the extent of the problem and take appropriate measures to control this trend.
Some time back political activists of the ruling party made job test ineffective in Rajshahi University. It means certain people are blocking the legitimate right of meritorious people to become government servants. This trend has to be stopped for better government system everywhere. Due to a huge number of posts lying vacant, many deserving candidates of the country are remaining unemployed and the government for itself ought to getservice from these people.
Prime Minister Sheikh Hasina is very positive about filling up of these vacant posts and, according to the report, she already gave the necessary direction in this regard. It is now expected that overcoming the undue pressure from political groups and vested quarters, the government would take necessary steps strongly so that right people can be engaged in their right places.
