Yunnan’s engagement in Belt and Road ranks first in southwest China

On December 29, the First China-ASEAN Entrepreneurs Forum released the ‘China-ASEAN Five-Connectivity Index Comparison Report 2016’ and the ‘China-ASEAN Connectivity Index Report: Index of Yunnan Province’. According to both reports, Yunnan was ranked ninth in the country and first in southwest China in terms of engagement in the Belt and Road initiative.

In the ‘Vision and Proposed Actions Outlined on Jointly Building Silk Road Economic Belt and 21^st-Century Maritime Silk Road’, published in March 2015, China explicitly proposed that cooperation priorities for the Belt and Road initiative should be policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds. These are collectively referred to as ‘the five-connectivities’. In order to evaluate and quantify the degree and progress of these connectivities in terms of Belt and Road countries, the Peking University Five-Connectivities Research Group has developed the five-connectivities index system based on objective data. The five-connectivities index system comprehensively reflects the development level of policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds in different countries and regions.

Yunnan province was ranked fourth in the country in terms of facilities connectivity. The province’s rankings in terms of policy coordination, unimpeded trade, financial integration, people-to-people bonds and overall performance were 18^th, 9^th, 15^th and 12^th, respectively. The province’s total score was 68.9 points.
