Play due role against militancy, PM asks admin officials

Prime Minister Sheikh Hasina yesterday asked the new officers of the civil administration to always stay alert and play their due role so that terrorism and militancy cannot raise their ugly heads in the country, reports UNB. "New problems -- 'terrorism and militancy' -- now have emerged, and we'll have to keep Bangladesh free from these menaces. We've already taken necessary steps in this regard through involving people from all classes. All of us (including fresh administration officials) will have to remain alert and play the due role in this connection," she said.
The Prime Minister was addressing the concluding function of the 98th and 99th Law and Administration Courses organised by Bangladesh Civil Service Administration Academy in the capital's Shahbagh area. Public Administration Minister Syed Ashraful Islam, State Minister for Public Administration Ismat Ara Sadique and Senior Secretary of the Ministry Dr Mozammel Haque Khan were present at the function as special guests, while Rector of the BCS Administration Academy Dr M Aslam Alam delivered the welcome address.
Earlier, the Prime Minister handed over the Rector's Award of 98th Law and Administrative Course to Mohammad Shohag Hawladar and the Rector's Award of the 99th Law and Administrative Course to Mohammad Nahidul Karim for their brilliant performances in the respective courses.
She also handed over certificates among 78 participants who successfully completed the two courses. The Prime Minister said every person of the country wants to live in peace, and Islam does not encourage killing people.
"Now Islam is being maligned with killing in the name of religion while 'ducks and drakes' are being played with the lives of people, and we'll have to keep those away from committing such things," she said, adding that a social movement is being created against such wrong acts through involving a cross-section of people like guardians, teachers, professionals and imams. She said all will have to play the anti-terrorism and anti-militancy role as the aim of her government is to turn Bangladesh into a peaceful country.
The Prime Minister also asked the new members of the civil administration to instill such confidence among themselves so that they could move ahead and bring prosperity for the country braving any situation.
Referring to the process for establishing countrywide 100 special economic zones, Hasina told the administration officials that many local and foreign investments would come to those SEZs .
She said the government is looking forward to expedite the country's development through maintaining good relations with the neighboring countries for which regional cooperation initiatives like BBIN and BCIM-EC are being materialised.
Noting that the officials would have to face numerous challenges while working at the field-level, Hasina said that the technologies are changing and upgrading every now and then and the government officials would have to adapt themselves with the improving technologies and thus rendering services to people.
The Prime Minister said steps have been taken to bring the administration out of the traditional trend to ensure better services at an affordable cost as the aim of the government is to serve people.
For the purpose, she said, innovation teams have been developed at the field and ministry levels to innovate newer strategies of providing faster, low-cost and hassle-free services to people.
Referring to introduction of Public Administration Padak, Hasina said, the award is being given to further accelerate dynamism of works of the civil servants of the republic through recognising their efficiencies and innovative works.
About promotion of the officers of the public administration, the Prime Minister said the government has so far given promotion to 120 officers as Secretaries, some 985 officers as Additional Secretaries, 1,857 officers as joint Secretaries while 1,916 officers have been promoted to the posts of Deputy Secretaries since 2009.
Hasina also referred to the increased various facilities, including introduction of Bangla New Year Allowance and increasing salaries of the public servants by 123 percent, saying, "Public service has now become more attractive in context of salary and allowances."
