An international seminar focusing on how local government can improve the provision of services to citizens of the participating countries by mutually sharing their local government systems and initiatives is currently being held in the capital.
The two-day seminar—‘Towards Effective, Accountable and Inclusive Local Government Institutions (LGIs): Learning from South Asia and Beyond’—began yesterday at the Department of Public Health Engineering (DPHE) in the capital, with delegates from three other Asian countries—India, Sri Lanka and the Philippines—taking part.
The Local Government Division (LGD) and the local government, rural development and cooperatives ministry are holding the meet with the support of the National Institute of Local Government (NILG), Upazila Governance Project (UZGP) and Union Parishad Governance Project (UPGP).
Representatives from the Kerala Institute of Local Administration (KILA), India, the Sri Lanka Institute of Local Governance (SLILG), and the Asian Institute of Developmental Studies, Inc. (AIDSI) of the Philippines are participating.
The foreign delegates presented papers at different sessions of the seminar on the existing LG system and the successes achieved in their countries. In addition, nine studies, conducted by the UZGP and UPGP on local governance, decentralisation, fiscal decentralisation, local service delivery, and empowerment of women will be presented over five business sessions.
LGD secretary Abdul Malek was the chief guest, while Sudipto Mukerjee, country director of the United Nations Development Programme (UNDP) Bangladesh, and Peter Bøgh Jensen, head of co-operation, Danish International Development Agency (DANIDA), Bangladesh, attended as special guests. Jyotirmay Dutta, additional secretary of the LGD, chaired the session, while Iqramul Haque, director general of the National Institute of Local Government (NILG) and additional secretary, LGD, delivered the welcome speech.
Malek said, “This conference will provide important insights to inform the LGD on the needs and options for actions that we could pursue in the years ahead.”
