Detailed plan to be placed before ECNEC today

Following its evaluation of the detailed project plan (DPP) of the country’s biggest ever project—the Rooppur Nuclear Power Plant project, worth Tk. 1,13,092 crore—the Planning Commission has recommended approval of the much-hyped project. It will be tabled before the Executive Committee of the National Economic Council (ECNEC) meeting today.
The science and technology ministry will implement the project with financial assistance from Russia. Of the total cost, Russia will provide Tk. 91,040 crore (USD 11.38 billion), while the rest of the amount will be borne by the Bangladesh government. Meanwhile, the Russian government has approved a deal to loan up to USD 11.38 billion to build the nuclear power plant in Bangladesh. The loan will be used to pay for the construction of the plant from 2017 to 2024. Bangladesh will repay the money over 20 years in equal semi-annual instalments starting from March 15, 2027.
An agreement was signed in this respect on December 25 last year by the Bangladesh Atomic Energy Commission (BAEC) and Russia’s Rosatom.
The Rooppur nuclear power plant will be located on the eastern bank of the Ganga, 160 km from Dhaka. It will have two reactors with 1,200MW capacity each. The first reactor will become operational in 2022 and the second will be open a year later.
The lifespan of the reactors is 60 years, with an option to extend it by 20 years.
The power generated in the plant will cost Tk. 3.5 a unit.
Prime Minister Sheikh Hasina laid the foundation stone of the project in October 2013 and then a Bill was passed in Parliament to form a company to run the plant. According to the law, the Bangladesh Atomic Energy Commission will own the plant and the Nuclear Power Plant Company Bangladesh will run it. In an attempt to allay fears about the nuclear plant, the government has said it will be built with third-generation technology protected by five layers of security designed by JSC Atomstroyexport, which is building the plant. Under the agreement, Russia will take back the nuclear wastes generated by the plant.
