NBR tinkers with  awards policy

The National Board of Revenue (NBR) will give away awards to young women taxpayers to encourage and inspire taxpayers at the district level.

The NBR has made changes in its policy by increasing the number of recipients of taxpayer awards, disclosed sources with the NBR. This amended policy—‘The highest and long-term income tax-paying taxpayers award distribution policy–2008’—will become effective from the current fiscal year.
Sources said according to the amended policy, Clause 2 (b) says three out of five highest taxpayers, one highest woman taxpayer, one young male taxpayer (below 40 years) and two long-term taxpayers at the district or city corporation level would be nominated for the NBR award. 
According to Clause 2 (c) of the policy, the top taxpayer would not be nominated for a second time within five years. As a result, a person would not be eligible for the award in the same category every year.
Regarding the eligibility of the taxpayer, Section 3 of the policy stipulates that to become eligible for the best taxpayer award, individual taxpayers would have to have a regular taxpaying record for the last three years. For the long-term taxpayer, individual taxpayers would have to have a regular taxpaying record for at least 15 years. But under Section 4 of the policy, loan defaulters, anyone having outstanding tax, anyone against whom there are pending cases relating to income tax, duty or value added tax (VAT), convicted by court or declared persona non grata, would not be eligible for the NBR award.
Earlier, the NBR chairman said if the number of best taxpayers is increased, it would create competition among honest taxpayers, which would ultimately help increase revenue earnings.
A crest, a laminated ID card and a certificate are given as part of the award. 
The new categories will include: young, female and other taxpayers (mainly professionals).
Under the amended policy, a total of 303 taxpayers, consisting of 101 taxpayers from each category, will be recognised to encourage more people to pay taxes, which would help widen the overall tax net and ensure increased revenue collection, said officials.
The country’s revenue authorities mostly give awards to heavyweight taxpayers, mostly businesses, considering the volume of payments.
In addition, professionals like doctors, lawyers, teachers, chartered accountants and engineers also contribute to the government exchequer, though they have apparently failed to secure their positions in the list of prestigious tax card winners, as issued by the NBR.
