KHULNA: The families who turned up at shelters under a government rehabilitation project in Khulna division are moving away for lack of the promised facilities and income generation opportunities in and around, reports UNB.
Sources said the families who have already left the shelters - commonly known as barracks - they have left without repaying government loans, hampering further implementation of the project.
According to the sources, the barracks lack proper habitation management, power supply and market facility.
Officials at the Cooperatives Department said the government initiated the ‘Asrayan Prokolpo’ in 2002 for the rehabilitation of ultra-poor and homeless people.
So far, 11,842 families have been rehabilitated under 147 projects in the 10 districts under Khulna division. About 4,000 of the rehabilitated families have left the barrack areas.
The government paid Tk 17, 69, 11,000 to the families as loan under three projects—Asrayan, Asrayan (phase-2) and Asrayan-2. Of the loan, Tk 1.42 crore remained outstanding.
Three hundred and sixty-six barracks have been set up in 41 villages of eight upazilas of Khulna district where 2,793 families have turned up.
Of these, 602 units, including three in Dakope upazila, 183 in Terokhada upazila, 140 in Batiaghata upazila, 250 in Koyra upazila, 15 in Digholia upazila and 11 in Paikgachha upazila fell vacant as most of the families have gone to another places.
The barrack’s inhabitants informed that most of their erstwhile neighbours have left the place due to the vulnerable condition of the houses as well as lack of proper maintenance, drinking water, employment facilities, poor security, power shortage and markets in the project areas.
Anjan Kumar, joint registrar (Khulna Division) of the Cooperative Department, admitted that there are some problems in the barracks.
