‘Digital security draft law not acceptable’

Speakers at a roundtable discussion yesterday described the draft of the Digital Security Act prepared by the ICT Division to prevent cyber crimes as unacceptable, reports UNB. Languages of the law and the trial system are unclear and indecipherable, and there is enough scope of its misuse, they said. Committee for the Protection of Fundamental Rights arranged the roundtable titled ‘the draft of digital security bill and citizen rights: a legal review’ at the Dhaka Reporters Unity (DRU) auditorium in the capital.
The speakers questioned the legal knowledge of the experts who made the draft act. Presided over by Supreme Court lawyer Dr Shahdin Malik, the function was addressed, among others, by Article 19‘s country director Tahmina Rahman, Supreme Court lawyer Barrister Jyotirmoy Barua, Dhaka University’s Law Department Associate Professor Dr Mahbubur Rahman and Institute of Informatics and Development (IID) Chief Executive Officer Syeed Ahamed.
Dr Shahdin Malik said, “We could not be happy at all after observing the draft of the Digital Security Act. There’s vagueness in he law. If anyone tries to commit offence against anyone, it will be crime in the act. Our citizen rights and freedom will be hampered if the act is applied.”
Noting that 90 percent of the draft of the Digital Security Act is unacceptable, he said the act should be formulated anew.
Barrister Jyotirmoy Barua said the section 3 of the draft act mentions that the act will be used as supplementary act. “It makes it clear that there is no necessity of the law. I think the law is being enacted to exercise power.”
