The proposed 1,320 megawatt (MW) coal-fired power plant is expected to begin its commercial operation by 2022, four years after the singing of the engineering procurement
and construction contract (EPC) in 2018, reports BSS.
The decision came at the first meeting of the Bangladesh-Malaysia Joint Steering Committee, formed to launch joint venture company to set up the power plant, held yesterday at the Power, Energy and Mineral Resources Ministry conference room at Bangladesh Secretariat.
State Minister for Power, Energy and Mineral Resources Nasrul Hamid led the Bangladesh side while the other side was led by Malaysian Prime Minister's Special Envoy Dato Seri Utama S. Samy Vellu.
The meeting decided that Joint Venture Agreement (JVA) and Feasibility Study, Power Purchase Agreement (PPA), Implementation Agreement (IA) and Land Lease Agreement (LLA) for construction of the power plant would be completed by December 2016.
It said a Malaysian company 'Powertek Edra' has been included in the Malaysian consortium, the Memorandum of Understanding (MoU) earlier signed is based on the G-to-G and the MoU signed between the PDB and the Malaysian consortium would have provisions of enlargement and modification on the basis of consensus.
Earlier, Bangladesh and Malaysia singed a joint venture agreement to set up a 1,320 MW coal-fired power plant in Maheshkhali, Chittagong.
Bangladesh state-owned Power Development Board (PDB) represented Dhaka while a consortium of Malaysia represented Kuala Lumpur for the project.
Imported coal with low sulphur, low moisture content and high calorific value will be used as fuel in the project, with 11,000 tonnes of coal needed a day. PDB director Mahbubur Rahman said this will be the first project to be set up in Maheshkhali where the government plans to build a 'power hub' with a total capacity of 9000 MW. Of this, the coal-fired power plant will generate 6000 MW of power while LNG-based power plant 3000 MW.
Among others, Malaysian Ambassador to Bangladesh Mohammad Nur Ashikin Mohd Taib, Power Division additional secretary M Mahbub-ul-Alam and PDB chairman Khaled Mahmud were present at the meeting.
