Bangladesh Telecommunications Regulatory Commission (BTRC) has instructed all the mobile phone operators, International Gateway (IGW), International Internet Gateway (IIG), Interconnection Gate way (ICX) and Internet Service Providers (ISP) to take prior permission before appointing the chief executive officer (CEO) and directors of their boards.
Taleb Ahmed, director of BTRC, has sent letters last week to the authorities concerned regarding this.
BTRC officials said earlier it was not mandatory to take prior permission from the commission to appoint the CEOs and directors of those companies. But the commission has now taken the decision following some recent incidents.
The officials told The Independent that it is the duty of the telecom regulator to monitor the share transfer and related activities. If any operator appoints director of its board, it will have to take permission from the commission. BTRC would have to get information regarding this.
They said BTRC will verify the back ground of the newly appointed CEO.
There is a huge debate about Erik Aas, CEO of Banglalink, one of the major mobile phone operators. The allegation against Arik Aas was his alleged involvement with illegal voice over call termination (VOIP) in 2007-2008 when he worked for Grameenphone.
Mobile operators have reacted to the decision of the commission and there association AMTOB have decided to send a letter to BTRC in this regard.
One of the high officials of mobile operator told The Independent that just three month before they did not require taking any permission from the commission to appoint their CEO and board directors, but now they have to take permissions.
The official also said the director and CEO of the company are appointed by the group and the whole process is very secretive. But now with the new process, the information may be leaked even before finalising the appointments.
