The Planning Commission will place a proposal to lay high-voltage transmission lines between Dhaka and Chittagong in the Executive Committee of National Economic Council (ECNEC) meeting today.
The Power Grid Company of Bangladesh (PGCB) will implement the Tk. 4567.49-crore project with financial assistance from the Japan International Cooperation Agency (JICA). While JICA will provide Tk. 2767.55 crore, the government will give Tk. 1,340.40 crore and the PGCB will arrange the rest Tk. 459.53 crore.
The PGCB will set up a 428km 400KV double-circuit transmission line from Meghnaghat to Modunaghat, an 8-km 230KV double-circuit transmission line between Modunaghat and new Modunaghat, a 400KV GIS substation and a 230KV switching station at Modunaghat, a 400KV AIS substation and a 230KV switching station at Meghnaghat, a GIB and a shunt reactor at Matarbari. The PCGB will implement the project between July 2016 and December 2020.
Planning Commission sources said JICA will provide the loan at an interest rate of 0.01 per cent and a 40-year repayment period with 10 years of grace period. A loan agreement was signed between the Economic Relations Division and JICA last December.
The Dhaka-Chittagong Main Power Grid Strengthening Project will improve stability and reliability of power supply through the construction of new 400kV and 230kV substations and transmission lines connecting Matarbari, Modunaghat (Ctg) and Meghnaghat (Dhaka).
This power grid will complement the ongoing Matarbari Ultra Super Critical Power Plant, allowing electricity to be transmitted to the largest cities of the country in a most energy-efficient manner. The PGCB will implement the project under the power, energy, and natural resources ministry.
According to the JICA website, the overall electrification rate in Bangladesh is low—a mere 62 per cent (2013). While the potential power demand has been rising in recent years, the power supply capacity remains only about 80 per cent, leading to regular planned power outages.
JICA also mentions that the project involves laying high-voltage main power lines and construction of transformer facilities so that the power generated can be transmitted to Dhaka.
