The Digital Security Act is likely to be placed in the Parliament in winter session in order to make it as a law.
State Minister for ICT Junaid Ahmed said: “We have already completed all preparations to place the Digital Security Act in the Parliament. The Act will be placed in the parliament in the winter session as the Ministry of Law has already vetted the draft of Digital Security Act in the meantime.”
ICT expert Mustafa Jabbar told The Independent that the bill is to prevent cyber crime and to ensure cyber space security in Bangladesh.
According to him, with the holistic approach the law will be helpful to control cyber crime.
Earlier, the draft of Digital Security Act, prepared by the ICT Division to prevent cyber crimes, was submitted to the law ministry for vetting.
State Minister for ICT Zunaid Ahmed Palak at that time said if the new law is formulated it would be possible to ensure trial of cyber criminals.
According to BTRC sources, to control cyber crime, Internet Protocol (IP) surveillance guidelines will be formulated. BTRC is also working on creating an organisation for supervision and review of IP address.
Earlier, on August 18 last year, telecom secretary Sarwar Alam, said in a statement, they have sent proposed formation of an independent organisation to the Prime Minsiter‘s office.
Internet Assigned authority (ICNA) manages the allocation of IP addresses worldwide.
According to the ITU report, Bangladesh Computer Emergency Response Team (BD-CERT) is an official wing to combat with cyber threat. BTRC formed the BD-CERT on January 2012.
In addition, Ministry of Home Affairs also has a cyber crime monitoring cell. Draft of Cyber Security Act-2015 has been prepared while establishment of forensic lab is underway.
Moreover, there is also ICT act which has been revised recently and dispute is there over its section 57.
There is no significant initiative to ensure cyber space security in Bangladesh. Intelligence agencies are managing the crisis following an incident in some cases rather than ensuring cyber space security.
The country is yet to build a cyber forensic lab over the last 7 years though digitalization looms large.

But the government is demanding there is a call center under ICT department to protect such offences. On the other hand, BTRC has also formed a Cyber Crime Response Team.
Law enforcement department has also a Cyber Crime Cell.
