The Executive Committee of the National Economic Council (ECNEC) yesterday approved the College Education Development Project, costing an estimated Tk 1,040 crore, to create more opportunities for higher education by admitting more male and female students.
The approval came at an ECNEC meeting for the outgoing fiscal year, held at the NEC conference room at Sher-e-Bangla Nagar area in the city. ECNEC chairperson and Prime Minister Sheikh Hasina was in the chair.
Briefing reporters after the meeting, planning minister AHM Mustafa Kamal said the ECNEC approved a total of eight projects, with an estimated cost of Tk 4,606.6 crore. He said: "Of the total project cost, Tk 3,806.6 crore will come from the state exchequer while the remaining Tk 800 crore will come in the form of project assistance.” Of the eight approved projects, four are new, while four are revised projects.
The planning minister said some 278 projects were approved in the current fiscal year at an estimated cost of Tk 2,68,169 crore, which is some 63 per cent higher than those in the previous fiscal year, when around 212 projects were approved, worth roughly Tk 1,63,992 crore.
He also disclosed that during the 12-month period, some Tk 79,116 crore was spent, whereas the overall expenditure was Tk 71,140 crore in the previous fiscal year.
He also disclosed that the implementation rate of the revised annual development programme (RADP) in the outgoing fiscal year is just above 90 per cent till date, which is one percentage point less than the previous fiscal year’s.
AHM Mustafa Kamal added that they are yet to get the overall expenditure figures of a ministry and a division—the health and family welfare ministry and the Prime Minister's Office (PMO). He explained that the implementation rate would be further enhanced with the inclusion of the figures of this ministry and this division.
The planning minister added that the University Grants Commission (UGC) and the National University under the education ministry would jointly implement the College Education Development Project, worth Tk 1,040 crore, which is scheduled to be completed by June 2021. Of the estimated cost, Tk 240 crore would come from the state exchequer, while the rest, Tk 800 crore, would be in the form of project assistance from the World Bank.
