Despite targeting highest implementation rate for the Revised Annual Development Programme (RADP) in the last fiscal, the Planning Minister, AHM Mustafa Kamal, informed that according to provisional report ministries and divisions could achieve only 90 per cent utilisation in the FY 2015-16.
In last fiscal the government could implement 91 per cent of RADP.
However, he said it is not final report one as there is remaining two ministries Health and Prime Minister’s Office are yet to provide their ADP utilisation report. He also said after finalisation of the expenditure of development budget the figure of utilisation will increase.
The Implementation Moni-toring and Evaluation Division (IMED) prepared the provisional report as per probable expenditure of the line ministries till June 30.
Mustafa Kamal unofficially distributed the RADP achievement report at a press briefing held in the NEC conference room at the Sher-e-Bangla Nagar in the city yesterday. In replying a question, he expressed dissatisfaction over the low implementation rate as he expected 100 per cent achievement.
He also noted that the government fared better this year compared to the past two years in terms of increased RADP expenditure and higher number of completed projects.
According to the data provided by the IMED of the Planning Ministry, though 90 per cent implementation rate for the FY 2015-16 is one per cent less than the FY 2014-15.
The comparative IMED statement on monthly ADP implementation progress shows that for the FY 2015-16 fiscal, 54 ministries and divisions of the government spent Tk 7911595.67 crore out of the Tk 8757398 crore of RADP allocation, excluding funds of autonomous bodies and corporations.
The implementing agencies spent the allocation on 1,550 projects. The RADP implementation of 22 ministries is more than 95 per cent, while 9 ministries achieved over 90 per cent. The Ministry of Housing and
Public Works, the Information and Communication Tech-nology Division, Road Transport and Highway division, ministry of home affairs; ministry of religious; ministry of fishery and livestock; youth and sports ministry; ministry of expatriate welfare and overseas employment; agriculture ministry; education ministry; ministry of disaster management and relief; ministry of science and technology; and rural development and cooperative division managed to implement their entire RADP allocations.
Traditionally, the progress of RADP implementation has been very low, forcing agencies to rush expenditure in the last months of the fiscal year.
According to the IMED report, the progress of RADP implementation was just 62 per cent in the July-May period of this fiscal.
