Memo for more budget allocation today

Over 30 organisations working for rights of farmers and labourers will submit a memorandum to all members of the Jatiya Sangsad (parliament) today calling for increased budgetary allocation for essential public services and stopping illicit capital flow and corruption, reports BSS.
The memorandum was disclosed formally at a press conference at the National Press Club. 
The press conference titled ‘Memorandum to all MPs: Allocation to Public Services and Stop Illicit Capital Flow and Corruption before spreading the Tax net’, was moderated by Rezaul Karim Chowdhury of EquityBD.
The memorandum says, allocation for education in the 2015-16 budget is just 13.7per cent, while UNESCO suggest at least 20per cent of the budget. Though WHO suggests 5oer cent of GDP should be allocated for health, the budget allocation in 2015-16 is only 0.73per cent of the GDP.
The memorandum also carries some other specific demands such as: Administrative expenditures should be minimised, special monitoring should be imposed on mobile banking, pressure on public universities to be self reliant must be stopped, additional VAT from the private universities must be withdrawn.
The memorandum was read by Md Mujibul Haque Munir of EquityBD. Mustafa Kamal Akhanda , one of the organisers of the process, told BSS they will formally hand over the memorandum to the members of the parliament today.
Rezaul Karim Chowdhury said, if we can check corruption we can save about 2.5per cent  of our GDP, and if we can stop illicit capital flow we can add more 3500 crore taka to our treasury and this money can be utilised for the poor.
M Fayej Hossain of Bangladesh Sramik Federation said, taxes are collected from the poor, but services are going to the rich.
Abdul Wahed of Jatiya Sramik Jote said, agriculture is the backbone of our economy, but allocation for this sector is declining.
Bahraine Sultan Bahar of Jago Bangladesh garments Sramik Federation said, garments owners are getting various facilities from the government, but the workers are yet to get ration, health and accommodation facilities.
Hosne Ara Begum of Bhasoman Nari Sramik Union, Aminur Rasul Babul of Unnyan Dhara, Subal sarker of Bangladesh Bhumihin Somity, Jayed Iqbal Khan of Bangladesh Krishak Federation also spoke at the press conference.
The press conference was jointly organised by Online Knowledge Society, BILS, EquityBD, Udayan Bangladesh, Unnyayan Dhara, ADB International, CLEAN, Jatiya Sramik Jote, Trade Union Centre, Readymade Garment Workers’ Federation, Banchte Shekha Nari, Bangladesh Krishak Federation, Bangladesh Bhumihin Somity, Bangladesh Sramik Federation, Development Synergy Institute,
Trade Union Centre, Awaz, Jono Oddyan Kendro, Bangladesh Sromik Federation, Bhasoman Nari Sramik Union, Jago Bangladesh Garments Sramik Federation and Mehenoti Garments Sramik Federation.
