DCCI for efficient ADP implementation

Dhaka Chamber of Commerce and Industry (DCCI) has urged the government to take steps for the efficient implementation of the Annual Development Programme (ADP) focusing on need-based allocation, reports UNB.
In a statement yesterday, the DCCI said it feels the ADP of the FY2016-17 outlined the importance of inclusion of new Fast Track Mega Projects and though the allocation of Tk 18,000 crore is ‘inadequate’ to expedite multimodal infrastructural development of Bangladesh to create expected multiplier economic impacts and facilitate ease of doing business and investment potentials.
Besides, it said, priority projects of LNG terminal, economic zones are expected to be monumental and value additive to meet the diverse needs of planned industrial intensification though 61 percent ADP implementation is recorded lowest over the last four fiscal years, leaving a limited room of complacence for all stakeholders.
“On the proposed budget, the DCCI would like to bring into the notice of the government some focused observations to address for remarkable implementation of ADP of FY2016-17,” it said.
It suggested an increase in PPP project allocation and encouraging private sector participation, and mentioned that building 40 EZs need to be planned through PPP backed operational oversight to stimulate investment.
The DCCI said it needs to ensure ADP implementation with a comprehensive and integrated inter-ministerial monitoring team for routine and
consistent implementation performance.
The ADP allocation of FY 2016-17 is Tk 1,10,700 crore which is 21.65 percent higher than the outgoing fiscal year.
