The fifth partnership dialogue to combat terrorism between Dhaka and Washington came against the backdrop of a wave of killings of a number of activists and religious minorities since February last year. However, the decision to amplify cooperation on matters of counterterrorism that began in Washington on Thursday hints at not only broadening and deepening the partnership to combat terrorism but also continued and wider cooperation in the existing and newer areas.
Given the country’s deteriorating state of safety and security, we have repeatedly stressed on increasing international joint initiatives for countering militancy and extremism. We expect the outcome of the meeting held in Washington to materialise in some concrete and effective operations to curb the trend of rising fanaticism in Bangladesh. Both countries have to intensify their efforts, collectively and individually; prevent, counter and suppress terrorist activities in respective countries with advanced technology and knowledge transfer. Practical cooperative measures could even be further pursued by launching joint concentrated operations.
Over the last decade terrorism has become a profound threat to international peace, security and progress. It is at this stage where lone attempts to combat it is not effective any longer. Nevertheless, cooperative efforts in this regard should aim for joint practical counter-terrorism measures in line with specific circumstances and country specific realities.
The entire chain of terrorism components in Bangladesh should be identified so as to prevent and suppress terrorist financing, increase intelligence exchange to facilitate the flow of information - in particular, on terrorists and terrorist organizations, their movement and funding, and any other information needed to protect lives, property and the security of all modes of communications.
Given the gravity on the issue of terrorism we expect the dialogue to focus on increasing numbers of training programmes and projects including psychological operation and warfare courses for our law enforcement authorities including intelligence procuring. On a much broader context, courses on bomb/explosive detection, post-blast investigation, airport security and passport/document security and inspection should be introduced in order to deter terrorist acts beforehand. Additionally, a network of focal points on counter-terrorism should be established.
Given the alarming incidence of innovative terror outbreaks worldwide Bangladesh should aim for more anti-terror international cooperation. Lastly, the government should ensure proper follow-up of the dialogue. It is expected that both countries would be equally committed to fighting terrorism bilaterally at the highest level.
