More than half of the nearly 30,000 auto-rickshaws plying on the roads of Rajshahi are not registered. Moreover, a syndicate active in the city is allowing multiple auto-rickshaws to operate with same registration numbers.
According to Rajshahi City Corporation (RCC) statistics, about 15,000 battery-run auto-rickshaws ply on the city streets. Though the non-mechanical section of RCC has not issued registration to the remaining 15,000 auto-rickshaws, they continue to operate on the city roads. It is alleged that two to four auto-rickshaws are operating under same registration numbers. Recently, the traffic police in Rajshahi seized two auto-rickshaws from the Railgate area of the city which bore the same registration number.
A syndicate operating in the city is earning a huge sum of money by selling false registrations to approximately 20 commercial enterprises, even after the RCC authorities stopped issuing fresh registrations to auto-rickshaws in the city area to prevent further traffic congestion. This has worsened the traffic situation in Rajshahi and made life unbearable for pedestrians. The same syndicate also sells fake speed-control stickers to auto-rickshaw owners.
Those owners whose registration numbers have been replicated by the syndicate are in a state of panic. Some of them approached the syndicate for a solution to their problems and have been threatened with dire consequences.
The issuance of so many false registrations has also been depriving the RCC authorities of millions of taka in revenue every year. In 2015–2016, the RCC authorities issued 9,998 registrations to battery-run auto-rickshaws at a yearly registration fee of Tk. 1,000 each.
In November 2015, RCC authorities stopped issuing new registrations to resolve the traffic congestion problem. However, this effort failed because of the issuance of false registrations by the syndicate. Nizam Ul Azim, mayor (in-charge) of RCC, admitted to the presence of the syndicate in the city.
He mentioned that the owners of vehicles plying with false registrations are being identified and that action will be taken against them soon.
