Yunnan rewards outstanding sci-tech talents

At the recently held Yunnan Science and Technology Inno-vation Conference and Yunnan Science and Technology Awards 2015, Zhu Zhaoyun, a female scientist, was awarded the three-million yuan Yunnan Scientific and Technological Outstanding Contribution Award. In the fu-ture, Yunnan will give priority to innovation-driven develop-ment, drive all-round scientific and technological innovation, stimulate innovation vitality through reform of institutional mechanisms and support the construction of an innova-tion-oriented Yunnan with an efficient innovation system.
The conference proposed that in its economic develop-ment, Yunnan should start the engine of scientific and tech-nological innovation, focus on key areas and key links, strengthen the supply of science and technology and serve the big picture of development. Inaddition, the province should fully liberate and stimulate the enormous potential of science and technology as the first means of productivity, while ac-celerating its application to eco-nomic and social development. Major action must also be taken to develop innovation-oriented research institutions, industri-al parks, enterprises, projects and industrial cluster districts, expand innovation subjects and create a coherent and ef-ficient pattern of innovation. These steps must adhere to a people-oriented development strategy, introduce more open talent policies and speed up the cultivation of a large and highly innovative team of talents that are ready to take necessary risks. Also, by building a legal environment conducive to in-tellectual property creation and protection, a market environ-ment of fair competition and a cultural environment of innova-tion and entrepreneurship, the province will stimulate innova-tion and entrepreneurial drive across society.
In its next step, Yunnan will focus on scientific and techno-logical innovation in six specific areas, including strengthening its science and technology infra-structure, promoting the conver-sion of scientific and technolog-ical achievements into practical productive forces, stimulating the innovative vitality of scien-tific and technological talents, intensifying scientific and tech-nological opening-up and other cooperative efforts with South and Southeast Asian coutries, inspiring all of societys vitality and potential for innovation and entrepreneurship.
Yunnan will make its top priority of governments at all levels to serve innovation and entrepreneurship, deepen re-forms in the scientific and tech-nological systems, other associ-ated systems, while enhancing the synergistic role of scientific and technological innovation and institutional innovation.
