18 firms submit EOIs for Dighipara mine

Eighteen international firms have submitted expressions of interest (EOIs) for a feasibility study for the development of Dinajpur’s Dighipara coalfield. This has been confirmed by Md Aminuzzaman, managing director of the state-owned Barapukaria Coal Mine Company (BCMCL).
The companies include US-based Golder Associates, the Tata Group from India, UK-based FWS Consultants Ltd and China-based CCPG.
“We’ll consider the EOIs of these companies through a full-fledged evaluation process and shortlist seven among them that would be deemed the most suited to do the work. We’ll send a Request for Proposal (RFP) to each of the shortlisted companies,” said Aminuzzaman.
From the RFP receivers, one company will be selected to be assigned the task, he added.
On 4 April, the BCMCL invited EOIs from international firms to develop and carry out a complete geological and geo-technical study to determine the technical and economic feasibility of the Dighipara coalmine.
The feasibility study, scheduled to start in October 2016 and conclude by March 2019, would include exploration planning, supervision, and management of exploration activities.
The government plans to set up a series of coal-fired power projects to generate 20,000 MW of electricity by 2030.  No arrangement, however, has so far been made to import coal for the projected goal. Therefore, the government plans to develop local coalmines to meet the demand.
However, all plans for coal-based power plants still remain on paper.
In 1995, the Geological Survey of Bangladesh had discovered Dinajpur’s Dighipara coalmine, which has a proven coal reserve of 150 million tonnes.
The BCMCL, an undertaking of Petrobangla, will implement the projects. The project’s main objectives would be to identify the total reserve of the Dighipara coal basin (within 24 sq km) and to develop a coalmine with a production capacity of three million tonnes per year in the central part of the basin (within 6 sq km).
Petrobangla and the EMRD have already handed over the exploration licence for 4,000 hectares of the Dighipara coalmine area to the BCMCL.
