Chinese firm keen on project

Just two months after Prime Minister Sheikh Hasina directed the Planning Commission to initiate steps for the construction of a four-lane elevated expressway connecting Dhaka and Chittagong, China Railway Construction Corporation (CRCC) Ltd has placed an expression of interest (EoI) for construction of the project on a G-to-G/build-operate-transfer (BOT) basis.
The Beijing-headquartered CRCC, a state-owned construction enterprise that is one of the largest construction and engineering companies in the world, placed its EoI before finance minister AMA Muhith on April 18 for construction of the Dhaka–Chittagong elevated expressway. However, it did not mention how much it had planned to invest towards this.
CRCC, however, has now said: “We are pleased to offer full Chinese finance with low interest rates, or execution of this high-priority project under the BOT basis, whichever the Bangladesh government deems fit.”
A 2013 Asian Development Bank (ADB) study shows that 90 per cent of Bangladesh’s goods for export-import are transported on the Dhaka-Chittagong highway. Around 60 per cent of the vehicles using the highway carry goods, while 27 per cent transport passengers.
The Dhaka–Chittagong expressway will begin from Kanchpur, a key entry point to the capital, and end in Sitakunda on the outskirts of the port city, under the plan.
“Vehicles will have to move at a speed of at least 100km per hour over the elevated expressway,” according to the design. Earlier, transport and bridges minister Obaidul Quader said the Dhaka–Chittagong elevated expressway project would have the highest-ever cost in the country.

According to the sources in the Economic Relations Division (ERD), the ADB is helping Bangladesh design a new expressway between Dhaka and Chittagong to boost trade and ease congestion on the existing highway linking these cities.
The project will assist the government to update the feasibility study, prepare the detailed engineering documents and the expressway project for financing under a private-public partnership scheme, and also in procurement.
CRCC also evinced keen interest in meeting Muhith to discuss in greater detail to understand the requirements—both the technical aspects and the method of funding—of this project to assist Bangladesh in deriving the best solution.
CRCC also informed the Bangladesh government that it is ready to sign a memorandum of understanding (MoU) in this regard.
