Community policing is based on the premise that no organization can solve local security problems, which require partnership, collaboration and joint problem-solving between the police, the communities they serve and others. Community policing is thought to have gained momentum for a variety of reasons, not the least of which was the general community dissatisfaction with traditional law enforcement practices and the demand for greater police accountability for increasing crime rates. Community policing recognizes that community members can work together with law enforcement agencies and play an active role in reducing local crime.
Community police working together with the regular police force can a play vital role in maintaining the law and order situation as well as resist militancy. Examples from different countries show that community police activities have been very helpful in resisting crime and anarchy in society.
With the increase of population in the country crimes have also increased. Nature and forms of crimes have also changed. Police along with the members of other law enforcement agencies are striving hard to control crimes. But criminal activities have surged in such a way that it has become difficult for police to combat the menace on its own. There is no doubt that a police force here suffers from lack of manpower. To overcome this shortage, there is a need to utilise the hidden potential of the common people to assist in policing duties.
Community policing also helps to build trust between the community and law enforcement, which in a crisis, can help law enforcement more effectively with community concerns. This trust also helps law enforcement to develop knowledge of community and resident activity and can provide vital intelligence relating to potential terrorist actions.
Community policing in combating the threat of terrorism will deter potential terror acts in the neighborhoods. The problem-solving model is particularly well-suited to the prevention of terrorism. It can be determined which sites have the greatest potential to be terrorist targets, levels of vulnerability can be analyzed, and responses can be planned, implemented and continually reevaluated. Reducing fear of crime has always been an integral part of community policing. This applies especially to terrorism, where the primary goal is to create fear. This fear can negatively impact quality of life far beyond areas directly affected by any specific event. Law enforcement with the help of community police must be prepared to respond to and prevent such crimes.
We believe that community policing must become part and parcel of the basic philosophy of policing and needs to be institutionalised in this country with adequate legal and organisational support.
