NEC approves Tk 1,23,345cr ADP for FY 2016-17

National Economic Council (NEC) yesterday approved Tk 110,700 crore for the annual development programme (ADP) for upcoming fiscal year (FY 2016-17), giving top priority the transport sector.
NEC also approved Tk 12, 645.80 crore of the self-financed projects and the development budget size for the next fiscal reached to Tk 1,23,345.80 crore. Among the self finance projects the allocation of Tk 3,000 crore for six projects under the Power Division.
Prime Minister Sheikh Hasina presided over the meeting
held at the NEC conference room at Sher-e-Bangla Nagara in the city.
Briefing the reporters after the meeting, Planning Minister AHM Mustafa Kamal said that initially Tk 1,09,200 crore was proposed as original ADP for the next fiscal year. But, following demands from various ministries and divisions, Prime Minister Sheikh Hasina has raised the original ADP allocation by another Tk 1,500 crore thus raising the original ADP size to Tk 1,10,700 crore.
But due to the demand of allocations from various ministries, Prime Minister Sheikh Hasina raised the allocation by another Tk 15,00 crore to be borne from the government exchequer.
Transport sector received the highest allocation with Tk 28,502.96 crore (26.10 per cent) followed by education sector with Tk 14457.39 crore (13.23 per cent), physical infrastructure sector Tk 12971.63 crore (11.88 per cent), power sector Tk 12564.53 crore (11.51 per cent), rural development and rural institution Tk 8987.77 crore (8.23 per cent), health sector Tk 6979.23 crore (6.39 per cent), agriculture sector Tk 4991.11 crore (4.57 per cent), ICT sector Tk 3388.91 (3.10 per cent), water resources sector Tk 3378.37 crore (3.09 per cent), and public administration Tk 2998.45 crore (2.75 per cent).
The planning minister said that out of the original ADP allocation of Tk 1,10,700 crore, Tk 70,700 crore will come from the state exchequer while Tk 40,000 crore as project assistance.
He informed that the new ADP for FY17 features a total of 1296 projects including 1001 investment projects, 133 technical assistance projects, 7 projects from the JDCF and 155 projects from the organizations own fund.
Mustafa Kamal said the new ADP kept some 1068 projects into the unapproved new project list without allocation while some 349 projects into the unapproved new project list without allocation subject to the availability of project assistance.
Besides, the new ADP for the next fiscal year also kept some 354 projects for completion in the next year alongside some 32 projects in the Public Private Partnership (PPP) initiative project list. The NEC allocated Tk 6,026.48 crore allocated for Padma Multipurpose Bridge project that has so far witnessed 34 per cent overall progress.
About the new ADP, the planning minister said that if the government could move forward with successful project implementation within the timeframe in the new year especially in case of big and mega projects, it would be possible to fulfil the target of achieving proposed GDP growth target of 7.2 per cent, even the growth could reach at 7.25 per cent in the next year.
He said that Prime Minister Sheikh Hasina in the meeting gave directives that one project director would not be able to engage in another project except his or her project while the PDs would also not be allowed to leave their project areas except any specific reason, rather they would have to stay at their project areas.
"If it would not bring better result, then the Prime Minister will go hard line," added the Planning Minister saying that Prime Minister Sheikh Hasina has also directed the concerned Ministries, Divisions, executing agencies and project directors to complete the project works in stipulated timeframe, to be cost effective and avoiding wastage.
Regarding those development schemes which are nearing completion, Sheikh Hasina directed the authorities concerned to complete those without incorporating any new component.
In case of those projects which remained stagnant for over the years or have very slow progress, the Planning Minister said that the Prime Minister has given the task to the concerned Ministries to expedite their implementation progress, otherwise, those will be de-listed from the ADP project list.
