The Khulna City Corporation (KCC) has been conducting a month-long drive from May 1 to collect outstanding holding taxes worth over Taka 39 crore from 25 government and private organisations in the city.
KCC’s Collector of Taxes Md Wahiduzzaman Khan said they were facing obstacles in realising over dues Tk 39 crore from governmental and autonomous factories’ and institutions’ owners. Khulna Development Authority (KDA) and Bangladesh Railway (BR) are the highest defaulter with outstanding holding taxes of Taka 17.54 crore and Taka 13.52 crore respectively. The drive will continue till May 31 this year, he added.
Wahid also complained that the dues became large as the owners did not pay bills in due time. He also said, “We have already issued red notice and demand notice to the people and authorities concerned but got a very little reply.”
Mayor (acting) of KCC Anisur Rahman Biswas said, “Property of defaulters will be at risk if they failed to pay holding taxes during the drive. Because, KCC is determined not to show any compassion and concession to defaulters for failing to pay their outstanding taxes despite repeated official reminders and even informed the ministries concerned of different governmental establishments to pay the dues but they did not get active response from them.”
Mayor Anis further said, “It has become quite difficult for KCC to continue works for implementation of different development projects for better living of the people due to crisis of fund. Even, the KCC could not pay the regular bills to contractors and others recently due to shortage of cash.”
Chief Executive Officer of KCC Gokul Krishna Ghosh said, “The Corporation will take steps to realise the due holding taxes and lodge cases under Public Demand Recovery Act 1913 against the owners to realise the money. He also said that the KCC authorities wrote an official letter to Khulna Metropolitan Police (KMP) commissioner requesting him for help of security forces during drives.
KMP commissioner who received the letter from acting mayor on April 25 said that he had already placed a team of five policemen headed by a senior police officer to help KCC in conducting drives.
Requesting anonymity a senior officer of KDA said that crisis of fund and questionable bills of outstanding taxes are main reasons for delaying payment. None of KCC concerned with this matter has so far responded to our request for correcting the inflated bills nor did they sit with us for discussion regarding this matter, he added. On the other hand, Station Master of Khulna Railway said that we are yet to get allocation of fund for payment of outstanding holding taxes.
Mayor (acting) of KCC Anis Biswas urged the city dwellers to pay their holding taxes without surcharge during the upcoming month of June, adding that payment of holding taxes would help them ensure civic facilities and development of the city.
