Cyber security at a snail’s pace

The work to form an organisation to ensure cyber space security recommended by National Telecommunications Monitoring Centre (NTMC) has not yet started.
However Bangladesh Telecommu-nication Regulatory Commission (BTRC) said that they have started the work as soon as they received instructions from the home ministry at the beginning of March.
State Minister for Posts and Telecommunications Division Tarana Halim said to stop cyber crime they have agreed on the whole matter.
According to BTRC sources, to control cyber crime, Internet Protocol ( IP ) surveillance guidelines will be formulated. BTRC is also working on creating an organisation for supervision and review of IP address. Earlier, on August 18 last year, telecom secretary Sarwar Alam, said in a statement, they have sent proposed  formation of an independent organisation to the Prime Minsiter‘s office.
NTMC  is a autonomuous organisation which work under home ministry and the work of the is to eaves drop on phone calls and internet users.
In fact, any device connected through the Internet  has an identity number, that pertinent number is called  this is the Internet Protocol , also known as IP, which in a nutshell  can be said that any device can be traced using that pertinent IP.
Internet Assigned authority (ICNA) manages the allocation of IP addresses worldwide.
According to the ITU report, Bangladesh Computer Emergency Response Team (BD-CERT) is an official wing to combat with cyber threat. BTRC formed the BD-CERT on January 2012.
In addition, Ministry of Home Affairs also has a cyber crime monitoring cell. Draft of Cyber Security Act-2015 has been prepared while establishment of forensic lab is underway.  
Moreover, there is also ICT act which has been revised recently and dispute is there over its section 57.
There is no significant initiative to ensure cyber space security in Bangladesh. Intelligence agencies are managing the crisis following an incident in some cases rather than ensuring cyber space security.
The country is yet to build a cyber forensic lab over the last 7 years though digitalization looms large.
Social conflict is emerging through using cyber space apart from private data hacking, according to government
information. Attack on Ramu Buddhist Bihar in 2012, Cox’s Bazaar centering a facebook status.
In last week, a similar incident was appeared near to be happened, but finally escaped. Filing case over threat to Prime minister at Cyber World in 2013 and sentencing two university teachers are the glaring examples.
But there is a question about the basis to give punishment to the perpetrators. Especially the involved criminals over the Ramu incident are still out of disclosure.
Women and girls are mostly being harassed at cyber space.
Government has failed to prevent  such harassment.
But the government is demanding there is a call center under ICT department to protect such offences. On the other hand, BTRC has also formed a Cyber Crime Response Team.
Law enforcement department has also a Cyber Crime Cell.
