Put an end to Armenian� Azerbaijani conflict

Given the reluctance of the two countries to even implement confidence building measures the need for international mediation is looking inevitable

Once again the disputed region of Nagorno-Karabakh , the landlocked region of the South Caucasus, lying between Armenia and Azerbaijan, has come under the spotlight for sporadic violent clashes between the two neighbouring countries.
According to official statements from both sides, 18 Armenian soldiers and 12 Azerbaijani soldiers were killed during the clashes while numerous military vehicles and equipments were destroyed on both sides. However, the point is the prolonged conflict stretching over a period of a couple of months are getting progressively more aggressive ; number of death toll is mounting from single to double digits. Moreover, with daring display and practice of lethal firepower the reportedly border conflict is fast looming towards a full scale war. Though the Russian president has intervened by urging both sides to stop fighting by showing restraints short-term ceasefire between the two countries is not a long term solution in this regard.  Nagorno-Kara­bakh has been under the control of the Armenian military and separatists since the war between Armenia and Azerbaijan ended in 1994. Years of negotiations have brought little progress in resolving the dispute. An armistice has been in place only in pen and paper. Nevertheless, in terms of casualties, civilian deaths and monetary loss the recent fighting has seemingly been worse since 1994.
For instance, since 2013, the rate of casualties, including both soldiers and civilians, has almost tripled. The total number of deaths from these clashes stood at 19 soldiers in 2003, and rapidly shot up in 2014 to 64 soldiers and 8 civilians, showing higher number of deaths in the 22 years since the ceasefire agreement. This year, however, there have been at least 56 military fatalities and another 3 civilian deaths on both sides. So beyond the headlines of war in Syria and Ukraine, the fevered pitch clashes in South Caucasus now have renewed fear of war.
 In the wake of the recent clashes we stress upon the need for continual dialogues between the governments of the two countries. Also, it is now than ever before when the international community besides the Russian Federation must immediately  act to put an end to this potentially dangerous war-like situation. The parties to the conflict should come to an understanding on core issues of the negotiations while agreeing to a basic framework for peace talks. Given the reluctance of the two countries to even implement confidence building measures the need for international mediation is apparently looking indispensable. However, mere diplomatic or conflict resolution efforts are not enough to bring a halt to the ongoing conflict. The need for a pronounced political will to commit the peace process is also there. The festering conflict is strong enough to quickly expand and escalate which must be tackled seriously, earlier the better.
