NHRC chief tells law enforcers

Chairman of the National Human Rights Commission (NHRC) Mizanur Rahman yesterday cautioned law enforcers so that they themselves do not become ‘terrorists’ while fighting against terrorism, reports UNB. “It’s the duty of law enforcers to ensure the security of the public alongside maintaining the law and order situation. But, they need to keep in mind that they (law enforcers) do not turn into terrorists themselves while fighting against terrorism,” he said. He also noted that 70 percent of the complaints lodged with the NHRC are against the members of law enforcement agencies. The NHRC chief came up with the remarks while addressing a seminar, titled ‘Torture and Custodial Death Prevention: Our Duties Declaration’, organised by the NHRC at The Daily Star conference room. Of the complaints that come to the NHRC, Mizanur Rahman said, 70 percent are against law enforcement agencies and its members and of them 50 percent are of torture. He also said a report on the cases filed by victims or their family members against the law enforcement will be sent to the Home Ministry from the Commission as it wants to see what measures are taken. Observing that the State must be liberal and humanitarian, he said, “State has to admit first the truth and reality to do so (torture).  Torture and custodial death are prevailing. This is the reality, this is the truth. And the government has to acknowledge it.” He suggested that torture and custodial death could be reduced to zero level if the Home Ministry makes it mandatory to submit a report on every detained person within 24 hours of his or her detainment to it. Dr Mizan made some recommendations to the government which includes stopping arrest by plainclothes police, making it mandatory for the law enforcers to show their ID cards before arresting any individual and making it mandatory for the presence of at least two locals while arresting any individual. NHRC member Arma Dutta and Rajshahi University’s Law and Justice Department Associate Professor Md Abdul Alim, among others, spoke at the seminar.
