Can the government now be strong enough not to allow any rawhide to enter the tanneries of Hazaribagh after the latest timeline to the tannery owners to shift their tanneries to Savar passes today? The government is also supposed to cut electricity, gas and water connection to the tanneries in case of failure to shift the tanneries. As per the latest ultimatum, tannery owners were given March 31 as the deadline by which they were ordered to relocate their business set-ups, but according to a report published in this newspaper, not a single tannery was shifted to Savar.
For a long time, the government is issuing ultimatum, one after another, to the tannery owners to shift their tanneries from Hazaribagh, but mentioning the absence of a central effluent treatment plant (ETP) at Savar, they are sloth to move there. In a previous ultimatum that was served in the second week of January this year, the government warned that strong action including cancellation of allocation of plots at Savar would be taken if tannery owners failed to comply with the government orders within 72 hours.
But none of the 28 owners who were served legal notice could shift their tanneries within that stipulated timeframe. After that the timeframe was again extended to March 31. Yet again they failed to relocate tanneries.
Earlier we pointed out that backtracking from its order would not put the government in a favourable position because the matter would reflect the weakness of the government dealing with the matter. If the government serves a strong legal notice, it should in all cases stick to its decision. But while the government is serving legal notice one after another, the Bangladesh Tanners’ Association seems little bothered about the notice and keep on persisting that they need some more months to shift their tanneries.
Now the question that arises is: whether they at all want to go to Savar. Reportedly, some owners sold their plots at Savar Tannery Industrial City that were allotted for them by the government.
Since the presence of tanneries has virtually destroyed the naturalness of the Buriganga river and is continuously polluting the environment in the western part of the Dhaka city, the government has to be tough towards the non-compliant tannery owners. If necessary, not only the plots, tannery owners’ licenses can be cancelled putting their plants under lock and key at Hazaribagh. But in the act of shifting, tannery owners should be extended help.
