ADP implementation 34pc in 8 months

The implementation status of the Annual Development Programme (ADP), including that of self financed projects, during the first eight months (July-February) of the current fiscal year (FY16) reached 34 per cent with an overall expenditure of Tk 34,674 crore, reports UNB. The implementation rate is, however, four per cent less than the July-February period of the last fiscal year, when the overall expenditure was Tk 32,385 crore with 38 per cent implementation rate, according to the latest statistics provided by the Implementation, Monitoring and Evaluation Division (IMED). The ADP implementation status during July-February period of 2013-14 fiscal year totaled 36 per cent with an expenditure of Tk 26,347 crore.
The ADP implementation status figures compiled by the IMED showed that out of the overall amount in this July-February, the executing agencies could spent only Tk 22854 crore or 37 per cent from the state exchequer, Tk 10,355 crore or 30 per cent from project assistance while Tk 1466 crore or 37 per cent from the organizations own fund.
Out of the 53 Ministries and Divisions, Ministry of Commerce witnessed the highest implementation rate of 73 per cent while the Legislative and Parliamentary Affairs Division witnessed the lowest implementation rate of 8 per cent.
Among the highest allocated Ministries and Divisions, Local Government Division made the highest expenditure with Tk 7,287.96 crore or 45 per cent, Power Division with Tk 6,519 crore or 39 per cent, Bridges Division with Tk 2,312.44 crore or 26 per cent, Ministry of Health and Family Welfare with Tk 1,652.52 crore or 32 per cent, Road Transport and Highways Division with Tk 2,518.97 crore or 45 per cent, Ministry of Primary and Mass Education with Tk 2,284.17 crore or 45 per cent, Energy
and Mineral Resources Division Tk 995.57 crore or 28 per cent, Ministry of Education with Tk 1,564.82 crore or 37 per cent, Ministry of Railways with Tk 1,353.55 crore or 25 per cent.
The other key performing Ministries and Divisions during this July-February period are Ministry of Post and Telecommunication 68 per cent, Ministry of Agriculture 45 per cent, Ministry of Home Affairs 42 per cent, ICT Division 48 per cent, Rural Develop-ment and Cooperatives Division 46 per cent, Ministry of Labour and Employment 51 per cent.
The size of the ADP for the current fiscal year has been set at Tk 1,00997 crore including that of self-financed projects.
Besides, some 1215 projects have been earmarked in the current ADP including some 933 investment projects, some 136 technical assistance projects, 12 projects from the Japan Debt Cancellation Fund (JDCF), 9 projects with block allocations while some 125 projects with the organizations own finance.
According to the IMED, the implementation status of the Revised Annual Development Programme (RADP) finally stood at 91 per cent in the FY15, including corporations self financed projects, mainly because of the three-month political turmoil and non utilization of hefty amount in the Padma Bridge project.
