The Chittagong Dry Dock Ltd (CDDL), an enterprise of Bangladesh Steel and Engineering Corporation (BSEC), will become a military enterprise soon, sources in the industries ministry have said. It will reportedly be used to dock two submarines to be procured for the Navy from China this year.
The industries ministry has prepared a proposal to hand over the management of the 60-year-old public enterprise to the Navy, in keeping with the announcement of Prime Minister Sheikh Hasina last December.
According to the sources, the proposal will be placed at the next meeting of the Cabinet Committee on Economic Affairs, which will be held soon. After getting the approval, the management of the CDDL—a profitable organisation—would be handed over to the Navy, the sources added.
In a letter to the industries minister, employees of the state-owned organisation have expressed anxiety about their future, the sources said.
Additional secretary (currently in charge of the department) of the industries ministry, Shushen Chandra Das, has said in the proposal that the management of the CDDL, with assets worth Tk. 473.74 crore and a debt of Tk. 401.37 crore, would be handed over to the Navy. The industries ministry has prepared an inventory and balance-sheet of the CDDL through an audit firm, the proposal said.
According to a letter of the Armed Forces Division, large frigates like the BNS Somudro Joy, procured from the USA, and the two submarines to be procured from China, would be repaired at the CDDL.
“It will be possible to build large warships like patrol craft and corvettes at the CDDL in future, and that’s why it should be under the Navy for the greater interest of state security,” the letter added.
The letter says that Khulna Shipyard Ltd and Dockyard and Engineering Works Ltd are now operating as enterprises of the Navy, and both have received the highest corporate awards by proving to be profitable organisations for years.
Sheikh Hasina approved handing over of the CDDL to the Navy on April 16, 2015.
The CDDL is providing quality repairing services to ocean-going and coastal vessels, and supporting the water transportation system with international standard technology. The CDDL can build at least 20–22 large ocean-going vessels.
Besides ship repairing, the yard also fabricates heavy steel structures, like portable steel bridges for road communication, foot-overbridges, heavy spares for mills and factories, pressure vessels and mooring and lighting buoys, among other things.
