Prime Minister Sheikh Hasina yesterday said her government is sincerely working to fully implement the CHT Treaty soon as it was signed on December 2, 1997, reports UNB.
The prime minister said this while responding to a question from independent MP Ushatan Talukder during the PM’s question-answer session in Parliament.
She said the CHT Treaty, divided into four chapters -- has 72 clauses.
Of the total clauses, 48 have been implemented totally, she said adding, “Fifteen clauses have been implemented partially while the nine are under implementation.” Hasina said various sectors, including education, health, communication and socioeconomic, in the CHT have marked progress due to implementation of the treaty.
She mentioned that on February 10, 1998, after the surrender of arms by the Janasanghati Parishad and other groups, who were engaged in armed struggle. “The government took all-out steps to implement the CHT Treaty as we had got 2-3 years.”
The Leader of the House also said Awami League could not return to power inn the 2001 election. “BNP-Jamaat government and then caretaker government didn’t show interest in implementing the CHT Treaty. As a result, the pace of the implementation of the CHT Treaty slowed down.”
After returning to power in 2009, the Prime Minister said the government started implementing the unimplemented clauses and taking various development programmes.
About the withdrawal of military camps from the CHT, she said, “119 camps out of the total 232 have been withdrawn and the rest to be pulled out in phases.” As per the Treaty, she said, there is a clause to put all temporary camps in six garrisons—Dighinala, Khagrachhari, Rangamati, Bandarban, Ruma and Alikadam. “Infrastructure development is going on for that.” She also mentioned that the 997 acres land acquire process for Ruma garrison is still under process.
The prime minister said there is a plan to pull out the deployed army in time through withdrawing the temporary camps after developing the infrastructure.
Regarding the land dispute in the CHT areas, she mentioned that five Land Commissions have been established as of 1999 and a law titled ‘Land Dispute Resolution Commission Act- 2001’ has been enacted.
She also mentioned that considering the objections by the Regional Council, an amendment to the Law is now under process after getting the approval from the Cabinet.
Hasina hoped a survey will be conducted and the Land Commission will be able to play effective role to protect the right of land of this area the land.
The prime minister also elaborately described the projects and programmes of the government to develop the CHT area after the CHT Treaty.
