It is a welcome piece of news that the government is going to organise a six-month long extensive training programme on how effectively one can source his or her skills within the next three months. In this training programme called Leveraging ICT for Growth, Employment and Governance (LICT) funded by the World Bank, 10,000 young men will be given online outsourcing training. The government has already taken up steps to develop a standard manual and courses for the training programme.
The freelancing job market has opened up a huge opportunity for people worldwide. Skilled people of many countries are earning huge foreign currencies utilising this opportunity. In our part of the world, India is sourcing skills to many countries around the world including Bangladesh, utilising the full potential of online servicing. The countries in the Middle East mostly outsource service from Indians.
The young people of Bangladesh have also stepped in sourcing their ability and skills and if young but talented ones can be given systematic training on online servicing, then this freelancing can be an alternative field where the unemployed but educated young people can profitably engage themselves. According to the training organisers, during the six-month training programmes, participants would be able to earn at least $200 per month.
The job market in Bangladesh is very limited. Though it is expanding, this expansion is hardly able to accommodate the fresh graduates who are coming out of the public and private universities. Here it is not very difficult to find out a reputable public university graduate giving month-long service for an amount even below TK. 8,000. And they are so many. But if properly trained, they can earn many times more than that just sitting at home. The young but unemployed people should certainly be the priority group for the online service skill training. But considering the overall economic development, the other age groups—even those who are employed—can be given on how effectively they can profitably utilise their spare hours.
In South Asia, Bangladesh is lagging far behind Sri Lanka and India in creating human resources. This is mostly because the rate of literacy in Bangladesh is less than these countries. While it is imperative for the government to put its thrust on increasing the literacy rate and giving training on technical livelihood earning skills or vocational education; training on online freelancing can indeed be really very profitable as outsourcing has become otherwise an alternative for limited job market.
