The Executive Committee of the National Economic Council (ECNEC) yesterday approved the 'Super-Specialised Hospital of Bangabandhu Sheikh Mujib Medical University (BSMMU)' project, worth Tk. 1,366.34 crore, in a bid to enlarge the scope of health services of BSMMU for the common people.
The approval was given at the ECNEC meeting of the current fiscal year, held at the NEC conference room at Sher-e-Bangla Nagar in the city. ECNEC chairperson and Prime Minister Sheikh Hasina was in the chair.
Briefing reporters after the meeting, planning minister AHM Mustafa Kamal said that ECNEC approved a total of nine projects, involving Tk. 4,858.77 crore. “Of the total project cost, Tk. 2,477.49 crore will come from the government exchequer, Tk. 173.93 crore from the organisation's own funds and Tk. 2,207.35 crore from project assistance," he added.
BSMMU, under the health and family welfare ministry, will implement the project by December 2019. Of the total cost of the project, Tk. 145.07 crore will come from the state exchequer, Tk. 173.93 crore from the organisation's own fund and Tk. 1,047.34 crore as project assistance from the Korean Economic Development Cooperation Fund (EDCF).
To implement the project, a loan agreement has already been signed with the Korean side at an interest rate of 0.01 per cent, with a grace period of 15 years, to be repaid in 40 years. The planning minister said: “Under the project, an emergency medical care centre would be established at the BSMMU specialised hospital, apart from setting up a gastroenterology and hepatobiliary centre, a child and mother healthcare centre, a cardiovascular centre, a kidney diseases centre, an intensive care unit (ICU), and central diagnostic and pathology departments.
The main objectives of the project are: establishing a 'centre-based healthcare delivery system' through the modernisation of medical care and management, improving the rendering of specialised healthcare services as well as reducing the dependence on foreign countries, ensuring medical care for critical diseases in the country, and introducing evidence-based medicine through clinical research, thereby building an effective reference linkage for improving the standards of healthcare services. Under the project, a 13-storey hospital building would be built at the BSMMU, having two basements, alongside procurement of modern medical equipment and furniture for the hospital.”
The minister said at the meeting that Prime Minister Sheikh Hasina had directed the authorities to incorporate two underpasses from BSMMU to BIRDEM hospital and another from BSMMU to the front of the National Museum in the city's Shahbagh area under the project to facilitate the smooth movement of the patients.
Considering the dearth of nurses across the country, he said that a separate college would be set up in future on nursing after assessing the demand. Also, further improved healthcare services would be provided to the common people in future at much more affordable costs, he added.
